Je rencontre de plus en plus de personnes qui font la confusion entre ces trois termes. Trois façons bien distinctes de vivre à l'étranger. D'aller poser ses bagages ailleurs que dans son pays de naissance.
Des confusions malheureusement liées au pays d'origine, à la couleur de la peau, au métier exercé. Des modes de vie qui sont soit choisies, soit imposées par les circonstances. Allons débroussailler tout cela et remettre en quelque sorte quelques pendules à l'heure.
Qu'est-ce qu'un expat ?
Une personne expatriée est une personne qui vit dans un autre pays que le sien. On retrouve dans le mot la racine : ex, qui veut dire hors de et le mot "patrie", donc littéralement : hors de sa patrie. Très souvent, dans le sens moderne que l'on donne au terme, l'expatriation est un choix. Cette expatriation est en général bien préparée et très souvent avec le but de revenir au pays. Beaucoup de grandes entreprises envoient certains de leurs salariés à l'étranger pour une période plus ou moins longue afin de développe le marché dans cette autre partie du monde. L'expatriation implique pour ainsi dire tout le temps une idée de retour. Cela se passe en général dans de bonnes conditions matérielles et financières. L'expatriation a toujours une fin qui est celle du retour au pays, voire d'un changement de pays.
Le problème avec ce terme, c'est qu'il est vu comme appartenant aux Occidentaux, aux pays dits développés. Alors que pas du tout !! Détrompez-vous !! L'expatriation est pour tous les pays.
Je connais personnellement des personnes venues d'Égypte, du Nigéria par exemple, qui sont expatriées dans le pays dans lequel elles se trouvent actuellement. Parce que les femmes ont fait le choix de porter le voile ou qu'elles sont venues d'Afrique, elles ne reçoivent pas les éloges et les mêmes respects que les Occidentaux blancs qui sont dans la même situation, employées dans la même entreprise.
Et vous comment réagiriez-vous vis-à-vis de ces personnes ? Pourquoi n'ont-elles pas la même considération que les autres expatrié-e-s ??
Qu'est-ce qu'un migrant ?
Il n'existe pas de définition officielle de la migration qui est en général considérée comme un déplacement de population et pas d'une seule personne. Il y a une définition des Nations Unies qui dit qu'une personne migrante est une personne qui s'installe au moins 12 mois dans un autre pays sans intention de rentrer. Lisez aussi cette définition de la Communauté Européenne. La différence avec l'expatriation qui n'est pas définitive, la migration implique que l'on a l'intention de s'installer ailleurs pour y vivre. La migration est un choix [plus ou moins] définitif.
Un migrant est installé dans un pays dans lequel il n'est pas né (cf cet article). Donc, même si vous avez tout bien préparés comme pour une expatriation, et que vous décidez de vous installer dans un pays autre que votre patrie, que celui dans lequel vous êtes nés, vous devenez un/e migrant/e.
C'est un terme que les gens n'aiment pas. Un terme qui a une connotation parfois négative. Souvent le terme migration est associé à des idées négatives comme : ils viennent prendre notre pain, on leur donne tout, ils ne cherchent pas à apprendre la langue, etc, etc. et j'en passe. La migration est de deux sortes : (a) il y a les personnes qui partent parce qu'elles ont tout perdu, parce qu'elles souhaitent donner une meilleure vie à leurs enfants, parce qu'un conflit les force à fuir ; (b) il y a les personnes qui font le choix d'aller vivre ailleurs et qui ne sont pas en train de chercher refuge, en train de fuir.
La manière dont nous regardons les migrants, c'est surtout lié à la couleur de leur peau, à leur origine géographique...
Avez-vous une seule fois imaginer que nous, occidentaux bien pensants, pouvons aussi être migrant si nous nous installons -définitivement - ailleurs que dans le pays dans lequel nous sommes nés. Nous ne sommes plus des expats, mais des migrants. D'où la création de diasporas.
Qu'est-ce qu'un réfugié ?
Là, on touche une manière de vivre dans un autre pays qui est complétement différente.
Un/e réfugié/e est une personne qui a quitté son pays pour échapper à un danger contre sa personne. "Un réfugié est une personne qui, en cas de retour dans son pays, craint « avec raison d’être persécuté du fait de sa race, de sa religion, de sa nationalité, de son appartenance à un certain groupe ou de ses opinions politiques » [Amnesty International]. Un/e réfugié/e a doit à une protection.
Ce terme a une définition juridique qui est importante. On peut être réfugié politique, réfugié climatique, etc.
Le / la réfugié-e a fait le choix de quitter son pays, de passer la frontière. Certains réfugiés peuvent faire le choix de rester dans leur pays, dans un autre endroit de celui-ci, on les appelle alors des déplacés. On a ainsi de déplacés environnementaux, à cause des changements climatiques de la planète.

Confusions are unfortunately related to the country of origin, skin color, and the profession practiced. Lifestyles that are either chosen or imposed by circumstances. Let’s go clear all of this and sort it out and put some clocks back on time.
What is an expat?
An expatriate is a person who lives in a country other than their own. Very often, in the modern sense of the term, expatriation is a choice. This expatriation is generally well prepared and very often with the aim of returning back home. Many large companies send some of their employees abroad for a more or less long period of time in order to develop the market in this other part of the world. Every time, expatriation involves, so to speak, the idea of returning. This usually takes place under good material and financial conditions. Expatriation always has an end which is that of returning to the home country, or even changing countries.
The problem with this term is that it is seen as belonging to Westerners, to so-called developed countries. While it is not the case, not at all!! Expatriation is for all countries.
I personally know people from Egypt, Nigeria for example, who are expatriated in the country they are currently in. Because women have made the choice to wear the veil or they came from Africa, they do not receive the same praise and respect as white Westerners who are in the same situation, employed in the same company.
How would you react towards these people? Why don’t they have the same consideration as other expatriates?
What is a migrant?
There is no official definition of migration which is generally considered as a displacement of population and not of a single person. There is a United Nations definition that says that a migrant person is someone who settles at least 12 months in another country without the intention to return. Read also this definition of the European Community. The difference with expatriation -which is not definitive- migration implies that one intends to settle elsewhere in order to live there. Migration is a [more or less] definitive choice.
A migrant is settled in a country in which he was not born. So, even if you have everything well prepared as for an expatriation, and you decide to settle in a country other than your homeland, the one in which you were born, you become a migrant.
It’s a term that people don’t like. A term that sometimes has a negative connotation. Often the term migration is associated with negative ideas such as: they come to take our bread, we give them everything, they do not seek to learn the language, etc., and so on. Migration is of two kinds: (a) there are people who leave because they have lost everything, because they wish to give a better life to their children, because a conflict forces them to flee; (b) there are the people who make the choice to go live elsewhere and who are not seeking refuge, fleeing.
The way we look at migrants is mainly related to the color of their skin, their geographical origin...
Have you ever imagined that we, the "thinking westerners", can also be migrants if we settle - permanently - elsewhere than in the country where we were born. We are no longer expats, but migrants. Hence the creation of diasporas.
What is a refugee?
There, we touch a way of living in another country that is completely different.
"A refugee is a person who has fled their own country because they are at risk of serious human rights violations and persecution there. The risks to their safety and life were so great that they felt they had no choice but to leave and seek safety outside their country because their own government cannot or will not protect them from those dangers. Refugees have a right to international protection." [Amnesty International].
This term has a legal definition that is important. One can be a political refugee, a climate refugee, etc.
The refugee made the choice to leave their country, to cross the border. Some refugees may choose to stay in their country, in another place of this one, they are then called displaced. We thus have environmental displacements, due to global climate changes.

Ik ontmoet steeds meer mensen die deze drie termen verwarren. Drie heel verschillende manieren om in het buitenland te wonen. Om ergens anders met hun bagage te gaan leven dan in hun geboorteland.
Verwarringen hebben helaas betrekking op het land van herkomst, de huidskleur en het beroep dat wordt uitgeoefend. Levensstijlen die door omstandigheden worden gekozen of opgelegd. Laten we dit allemaal duidelijk maken en wat klokken weer op tijd zetten.
Wat is een expat?
Een expat is een persoon die in een ander land woont dan het zijne. In de moderne zin van het woord is expatriation (ontheemding) heel vaak een keuze. Deze expatriation is over het algemeen goed voorbereid en heeft vaak tot doel terug te keren naar het land. Veel grote bedrijven sturen sommige van hun werknemers voor een min of meer lange periode naar het buitenland om de markt in dit andere deel van de wereld te ontwikkelen. Expatriation houdt als het ware een idee van terugkeer in. Dit gebeurt meestal onder goede materiële en financiële voorwaarden. Expatriation heeft altijd een einde, namelijk terugkeer naar thuis of zelfs veranderende landen.
Het probleem met deze term is dat het wordt gezien als behorend tot westerlingen, tot de zogenaamde ontwikkelde landen. Helemaal niet !! Denk nog eens na!! Expatriation is voor alle landen.
Ik ken persoonlijk mensen uit Egypte, Nigeria bijvoorbeeld, die expats zijn in het land waarin ze zich momenteel bevinden. Omdat vrouwen de keuze hebben gemaakt om de sluier te dragen of ze kwamen uit Afrika, krijgen ze niet dezelfde lof en respect als blanke westerlingen die in dezelfde situatie verkeren en in hetzelfde bedrijf werken.
En hoe zou je op deze mensen reageren? Waarom hebben ze niet dezelfde overweging als andere expats?
Wat is een migrant?
Er is geen officiële definitie van migratie die algemeen wordt beschouwd als een verplaatsing van de bevolking en niet van een enkele persoon. Er is een definitie van de Verenigde Naties die zegt dat een migrant iemand is die ten minste 12 maanden in een ander land vestigt zonder de bedoeling terug te keren. Lees ook deze definitie van de Europese Gemeenschap. Het verschil met expatriation is dat het niet definitief is, migratie houdt in dat men van plan is zich elders te vestigen om daar te wonen. Migratie is [min of meer] een definitieve keuze.
Een migrant is gevestigd in een land waar hij niet is geboren. Dus zelfs als je alles goed voorbereid hebt als voor een ontheemding, en je besluit je te vestigen in een ander land dan je thuisland, het land waarin je bent geboren, word je een migrant.
Het is een term die mensen niet leuk vinden. Een term die soms een negatieve connotatie heeft. Vaak wordt de term migratie geassocieerd met negatieve ideeën zoals: ze komen om ons brood te nemen, we geven ze alles, ze proberen de taal niet te leren, enz., enzovoort. Migratie is van twee soorten: (a) er zijn mensen die vertrekken omdat ze alles hebben verloren, omdat ze hun kinderen een beter leven willen geven, omdat een conflict hen dwingt te vluchten; (b) er zijn de mensen die de keuze maken om ergens anders te gaan wonen en die geen toevlucht zoeken.
De manier waarop we naar migranten kijken, houdt voornamelijk verband met de kleur van hun huid, hun geografische oorsprong ...
Heb je je ooit voorgesteld dat wij, de denkende westerlingen, ook migranten kunnen zijn als we ons - permanent - elders vestigen dan in het land waar we zijn geboren. We zijn niet langer expats, maar migranten. Vandaar de oprichting van diaspora's.
Wat is een vluchteling?
Daar raken we een manier van leven aan in een ander land dat totaal anders is.
Een vluchteling is een persoon die zijn land heeft verlaten om te ontsnappen aan een gevaar tegen zijn persoon. Een vluchteling is een persoon die, als hij terugkeert naar zijn land, bang is voor "gegronde vervolging vanwege ras, religie, nationaliteit, lidmaatschap van een bepaalde groep of politieke mening" [Amnesty International]. Een vluchteling is bescherming verschuldigd.
Deze term heeft een juridische definitie die belangrijk is. Men kan een politieke vluchteling zijn, een klimaatvluchteling, enz.
De vluchteling heeft ervoor gekozen zijn land te verlaten en de grens over te steken. Sommige vluchtelingen kunnen ervoor kiezen om in hun land te blijven, op een andere plaats worden ze vervolgens ontheemd genoemd. We hebben dus milieuverplaatsingen, klimaat onthemd als gevolg van wereldwijde klimaatveranderingen.
